Members of the upstream segment explore for and extract crude oil, natural gas and natural gas liquids (NGLs). Crude oil and NGLs are used as feedstocks to produce fuels and petrochemicals, and in some cases directly as sources of energy and natural gas is used as a source of energy.

California’s Advanced Clean Cars II regulation is in the news again and you might have some questions. Below is an overview of the California policy and whether or not EPA has to affirmatively grant California’s waiver requests.

There are hundreds of varieties of crude oil around the world. Different types of oil require different refining processes to make the fuels we need in the quantities we need. Many American refineries need heavier crudes than what is largely produced in the United States.

About 60% of the crude oil that runs through U.S. refineries is extracted right here at home. However, our refineries run on many different types of crude oil, some of which we don’t produce here or can’t economically transport. In those cases, we use imports.

If such tariffs were to include crude oil and refined products, the consequences could be significant.

It is a common misconception that refiners set the price of gasoline. But, in fact, refiners are price takers—not price makers.

We get it. If supply and demand are what determine gasoline prices, you would think mandatory storage of even more gasoline in California might help to keep prices lower for consumers. But it’s not that simple. In fact, mandating that refiners keep significant volumes of gasoline in inventory ALL THE TIME is a recipe to raise everyday fuel costs in the California market and potentially reduce supplies of fuel available to Arizona and Nevada. And what’s worse, there’s no evidence that having more fuel in inventory would stop the occurrence of price jumps.
