The U.S. refining industry is the most competitive in the world, which is a benefit to American households. Our complex facilities are uniquely suited to handle difficult-to-refine crude oil and other petroleum feedstocks that refineries elsewhere cannot process. This creates competitive advantage. At the same time, the United States is able to sell some of our higher-quality crude to countries that need it. This combination is powerful.

AFPM supports the people of Ukraine against Russia’s unprovoked acts of war. These acts of aggression are unacceptable and should be met with fierce opposition. AFPM fully supports the suspension of all future purchases of crude oil and petroleum products from Russia. To protect consumers, however, any import prohibition should exempt products currently in transit to the United States.

Russian crude oil accounts for just three percent of U.S. crude oil imports and about one percent of total crude oil processed by U.S. refineries. Even still, Russian crude oil imports are important to refineries on the West Coast and Gulf Coast for some distinct reasons. In a series of comments submitted recently to EPA, leading labor groups made the case to President Biden and EPA Administrator Michael Regan for reductions to the proposed 2022 Renewable Fuel Standard (RFS) volume mandate. An unachievable and costly RFS is a threat to good union jobs.

Congress, regulators, and industry should collaborate to enhance energy product reliability programs and regulations at existing agencies, rather than complicating matters through the creation of a new, duplicative reliability regulator.

So much for the Biden administration being concerned about rising energy costs. This proposal would needlessly increase already record-breaking RFS compliance costs which, in turn, will raise the cost of producing gasoline and diesel for U.S. consumers—and it would do so with no corresponding environmental benefit or increase in biofuel blending.

Limiting California’s access to the exact types of crude oil its facilities need will only increase prices for the state’s consumers and travelers. Drivers are already dealing with gasoline prices in excess of $5 per gallon and the highest fuel taxes of the 50 states. Confining energy producers and consumers to a smaller pool of crude oil will make a very sensitive price environment that much worse.

If the Biden Administration is serious about helping consumers, it needs to adopt policies that promote U.S. energy production and refining. A good place to start would be right-sizing RFS mandates.

WASHINGTON, D.C. – This is a commonsense administration decision. We’re still waiting for EPA to make a call on 2019 and 2020 relief petitions and there remains no 2021 or 2022 proposals, much less final rules, from the Agency to guide business decisions for refineries. We all know RIN scarcity is real and clarity about future obligations is needed in order for facilities to align around their individual compliance strategies.
