Russian crude oil accounts for just three percent of U.S. crude oil imports and about one percent of total crude oil processed by U.S. refineries. Even still, Russian crude oil imports are important to refineries on the West Coast and Gulf Coast for some distinct reasons. In a series of comments submitted recently to EPA, leading labor groups made the case to President Biden and EPA Administrator Michael Regan for reductions to the proposed 2022 Renewable Fuel Standard (RFS) volume mandate. An unachievable and costly RFS is a threat to good union jobs.

Because of the extensive safety and mitigation steps refiners take wherever hydrofluoric acid (HF) alkylation is concerned, the risks from this process pale in comparison to those we assume every day when we engage in routine activities like riding a bike, driving a car and playing with pets.

Congress, regulators, and industry should collaborate to enhance energy product reliability programs and regulations at existing agencies, rather than complicating matters through the creation of a new, duplicative reliability regulator.

If the Biden Administration is serious about helping consumers, it needs to adopt policies that promote U.S. energy production and refining. A good place to start would be right-sizing RFS mandates.

The fuel and petrochemical industries play critical roles in advancing and scaling the new technologies that will help us address the dual challenge of providing the products the world needs to thrive while operating in an increasingly sustainable way.
